I've heard the cut (or snip as the video shows) characterized as a symbolic effort. It's symbolic alright, but symbolic of the administration's failure to make significant spending cuts spending. I doubt that's what they were after...
What's really funny is most every state governor (and several mayors, like our own Mayor Nutter) has managed to cut budgets by more than $100M. A single city cutting it's budget more than federal government?

How can ONE HUNDRED MILLION DOLLARS (makes Dr. Evil face and holds pinky to lips) be symbolic. I mean, it is ONE HUNDRED MILLION DOLLARS!
It is a good thing it is all funny, otherwise it would be very disappointing :(
