That seems like a really safe strategy to me. Whatever his political views, however correct or incorrect his rehtoric, Rush Limbaugh will always be about one thing: Rush Limbaugh. He isn't a politician, he doesn't have to worry about his poll numbers, wooing new voters, bridging divides between parties. Heck, he doesn't even really have to worry about his "policies" working. All he will ever be doing is making sure his name is in the headlines and people, for whatever reason, are listening in. As such, he doesn't speak from any particular basis other than "provacative."
So, bravo, Obama. Find a fat target, crown him the voice of the opposition, and let him self destruct. Seriously, it is a savy move. Not new, either. Obama talked about Sean Hannity on the campaign trail almost as much as he talked about, say, Mitt Romney. Can you imagine if people saw Bill Maher, or Micheal Moore as THE VOICE of the Democractic party? I get that some people do, but it isn't a general thing, I don't think.
I guess it could go awry. But I doubt it.
